Project Located at the reach of McLaughlin Run between Carol Avenue and Commercial Street north of Bower Hill Road
Notification is hereby given to the public of the intent of the Federal Emergency Management Agency (FEMA) to provide federal funding through the Pennsylvania Emergency Management Agency to Bridgeville Borough, as subrecipients of funds requested through the Building Resilient Infrastructure and Communities (BRIC) grant program. The purpose of the BRIC grant program is to support states, local communities, tribes and territories as they undertake hazard mitigation projects, reducing the risks they face from disasters and natural hazards. This notification is given in accordance with Executive Order (EO) 11988 (Floodplain Management) and 44 CFR Part 9, regulations for implementing EO 11988.
The Bridgeville Borough Flood Control Infrastructure Project consists of the installation of a Soldier Beam and Lagging Levee Wall along the west bank of McLaughlin Run and includes excavation of the existing material along the bank to provide additional capacity within the stream channel. The excavation will create a planted bench from the current normal pool to the proposed levee walls. The bench will be planted with riparian vegetation. This will provide additional capacity for McLaughlin Run to convey increased runoff.
The project will also include the installation of storm sewers along the developed property adjacent to Carol Avenue and the installation of two screw pump systems to remove flood waters within the developed area. The total earth disturbance is approximately 1.1 acres. Of the earth disturbance, approximately 0.2 acres is paved areas, and 0.2 acres is maintained lawn. The remainder of the area is shrub vegetated stream bank with 15 to 20 trees. No dredging of the actual stream is proposed as part of the project.
This flood control project is located in a regulatory floodway with a 1% annual chance flood hazard, Zone AE. The project will increase flow capacity within the stream channel. The levee walls were designed to prevent the floodwaters from flooding Carol Street and the residential, commercial and municipal facilities along Carol Street, which currently become inundated floodwaters during flooding events. The stream will be expanded with a planted bench from the current normal pool to the proposed levee walls. This will provide additional capacity for McLaughlin Run to convey increased runoff. The proposed project will provide protection up to the 100-year event for seven residential and 15 nonresidential structures. The scope of work covers the first of three phases for flood reduction mitigation projects within Bridgeville.
Under the President’s Executive Order 11988, Floodplain Management, FEMA is required to review opportunities to relocate the facility out of the floodplain or to minimize future damage from flooding. Public comment is invited on possible alternatives to this action and methods to protect the facility.
Comments are solicited from the public, local, state or federal agencies, and other interested parties in order to consider and evaluate the impacts of the proposed project. The comments should be made in writing and addressed to:
